to 
1. Duplicate your base and set it to soft light.
2. Make a new layer, fill it with #303671 and set it to Exclusion 80%.
3. Layer>> Flatten Image. Duplicate your new base, sharpen it (filter>>Sharpen>>Sharpen) and set the opacity to 50% (this might change depending of your base).
4.Duplicate your base again, bring it to the top and set it to Color Burn 10%.
5.Add this texture made by me, set it to lighten 100% and you're done!.
